Haryana Congress likely to promise monthly allowance for unemployed youth

The Congress in Haryana, hit by the departure of its leader Ashok Tanwar after a leadership dispute, was expected to promise monthly cash support for unemployed young people in its manifesto for the assembly election, due for release on Friday.

The likely promise

According to a media report, the manifesto would offer Rs 10,000 a month to every unemployed postgraduate and Rs 7,000 a month to unemployed graduates.

Haryana’s unemployment rate was put at nearly 29%, the highest in the country, which could make the offer attractive to voters. Paying for it, however, would draw heavily on the state treasury.

Debt debate

Former Chief Minister Bhupinder Singh Hooda, who is leading the Congress campaign, has asked the BJP government to publish a white paper on the state’s debt. He said borrowings stood at Rs 70,000 crore when he left office and had risen to Rs 1 lakh crore under Chief Minister Manohar Lal Khattar. Polling was set for October 21.

What happened next

In the 2019 Haryana election, the BJP won 40 seats, the Congress 31 and the Jannayak Janta Party 10. Manohar Lal Khattar was Chief Minister after the election.
