281 Hours, 36 Bills: First Session of New Lok Sabha Sets Productivity Records

Narendra Modi pays his last respects

The first session of Parliament after the Lok Sabha elections passed major legislation, including the repeal of Article 370, the reorganisation of Jammu and Kashmir, the Triple Talaq Bill and a new Motor Vehicle Amendment Bill. It also set a record for the most bills passed in the last 67 years.

By the numbers

The Lok Sabha passed 36 bills during the session. Recorded voting took place on seven of them at some stage of debate, or 21 per cent, compared with 8 per cent of bills in the 16th Lok Sabha.

  • The Lok Sabha sat for 281 hours, 135 per cent of its scheduled time and more than in any session in the past 20 years. The government extended the session to finish its legislative agenda.
  • According to PRS Legislative, the Lok Sabha devoted 46 per cent of its time to legislation; for the Rajya Sabha the share was 51 per cent.
  • In all, thirty-eight bills were introduced, and 28 cleared both Houses, the most for a session in 10 years. None of the new bills was sent to a committee, though five of the 28 had been examined by committees in some form during the previous Lok Sabha.
  • In the Lok Sabha, 36 per cent of questions received oral answers, the highest in 20 years. Question Hour used 95 per cent of its allotted time in the Lok Sabha, against 65 per cent in the Rajya Sabha.
  • Ninety-four per cent of first-term MPs and 96 per cent of women MPs took part in a debate.

The numbers in Parliament

The Bharatiya Janata Party has 303 of the Lok Sabha’s 543 seats, while the NDA it heads has 353. The party and the alliance, however, still lack a majority in the Rajya Sabha.

After the House was adjourned, Lok Sabha Speaker Om Birla congratulated members on Twitter for the session’s record.
